What decided it

The shutters would cause harmful effects to the character and appearance of the area by introducing a substantial, bulky and visually obtrusive mass at the front of the building that conflicts with the surrounding streetscene and the Council's shopfront design guidance.

The limited benefits to the appellant in addressing antisocial behaviour did not outweigh the harm to the character and appearance of the area and the wider streetscene.
