The benefits of housing land supply, economic benefits from construction and future occupiers, efficient use of previously developed land, and potential biodiversity enhancement were significantly and demonstrably outweighed by the harm from conflict with development plan policies (isolated location remote from sustainable settlements) and adverse visual impact to the landscape.
