What decided it

The proposed development would harm the character and appearance of the surrounding area by extending built form into the countryside and suburbanising the rural landscape, contrary to the development plan, and the limited housing benefits could not outweigh this identified harm.

The harm to character and appearance and conflict with the development plan outweighed the limited benefits of three additional dwellings, construction employment, and use of local services, particularly given the surplus housing land supply in the area.
