What decided it
The failure to demonstrate that less harmful alternatives had been adequately explored, combined with the significant less-than-substantial harm to the Conservation Area, meant the public benefits carried insufficient weight to outweigh the heritage harm.
The less than substantial but significant harm to the designated heritage asset was not outweighed by the public benefits of enhanced 5G connectivity and network capacity, as the appellant had not adequately demonstrated that the benefits could not be achieved through redevelopment of the approved alternative mast site.
