What decided it

The inability to rule out adverse effects on the integrity of the Chiltern Beechwood Special Area of Conservation due to insufficient evidence regarding the adequacy and delivery of mitigation measures provided a clear reason for refusal under the Habitat Regulations and NPPF paragraph 11(d)(i).

The limited benefits of providing one additional dwelling in a well-served location were outweighed by the harm to character and appearance and the overriding concern regarding potential adverse effects on the SAC integrity.
