What decided it

The proposal's failure to demonstrate that it could not viably provide any affordable housing meant it conflicted with the development plan as a whole, and this harm was not outweighed by the scheme's benefits.

The very substantial weight given to conflict with the development plan through the lack of affordable housing significantly and demonstrably outweighed the moderate benefits of housing delivery, sustainability of location and design, so the tilted balance did not favour granting permission.
