What decided it
The proposed uPVC windows with white wood grain finish would only slightly change the building's appearance in a diverse context where the appeal property makes a neutral contribution to the conservation area, and therefore would preserve rather than harm its character and appearance.
The departure from policy 85's preference for traditional materials was justified by the neutral contribution of the property, the lack of architectural merit in the existing windows, and the diverse window types already present in the surrounding area.
