What decided it

The retention of a ground floor commercial unit fronting the street would maintain the vitality and viability of the district centre, satisfying the requirements of Policy DM4.1 and the prior approval test.

The partial conflict with Policy DM4.1 in Appeal B (rear ground floor change to residential) was outweighed by the maintenance of the vitality of the area and the principle of development established through the GPDO.
