What decided it

The proposal would unacceptably harm both the character and appearance of the area through its dominant and incongruous visual prominence and would unacceptably harm highway safety by failing to provide adequate access with vehicles unable to stand clear of the highway.

The proposal conflicts with the development plan when considered as a whole and there are no material considerations that outweigh the identified harm and associated development plan conflict.
