Appeal B's siting of residential development fronting Stricklands Lane with care homes at the rear, combined with proposed landscaping and screening, provides an appropriate rural transition in keeping with existing development, whereas Appeal A's prominent siting of bulky care homes directly on the street creates unacceptable harm to character and appearance.

For Appeal A: the significant adverse effect on character and appearance was not outweighed by benefits of affordable housing, market housing, care home accommodation and economic benefits. For Appeal B: the proposal accords with an up-to-date development plan with no material considerations indicating a decision other than in accordance with it, therefore approval was required.
