The fence causes unacceptable harm to the character and appearance of the surrounding area by creating a harsh, built-up and defensive appearance that is entirely at odds with the open and spacious visual qualities of the residential estate.

The planning harm caused by the fence and failure to accord with the Development Plan and Framework is not outweighed by other considerations, including the appellant's privacy and security concerns.
