Main issues, as the Inspector framed them
- The effect of the proposal on the living conditions in terms of outlook for the occupiers of studio flats above 35-37 High Street, the neighbouring building to the north opposite the appeal site
What decided it
The inadequate distance of approximately 6m between the principal windows of four neighbouring flats and the proposed three-storey building would create an unacceptable and overbearing loss of outlook that significantly and demonstrably outweighs the housing supply benefits.
The benefits of housing delivery and the Council's inability to demonstrate a five-year housing land supply were outweighed by the significant harm to the living conditions and outlook of neighbouring occupiers
