What decided it
The Council's inability to demonstrate a five-year housing land supply, combined with the identified need for care accommodation and the absence of any adverse effects on protected sites that could not be mitigated, meant the tilted balance under NPPF paragraph 11(d) favoured permission.
The benefits of housing delivery (37 dwelling equivalents), meeting identified care needs for the frail elderly and dementia sufferers, efficient use of under-utilised garden land, and economic benefits during construction and operation significantly outweighed any adverse impacts on character, amenity or highways, with no material harms sufficient to justify refusal.
