The proposal fails to demonstrate an exceptional design approach justified by robust evidence under Policy SD25(2) of the South Downs Local Plan, and would harm the character and appearance of the South Downs National Park and the living conditions of future occupiers.
Although the Council cannot demonstrate a 5-year housing land supply, the tilted balance does not apply because the proposal is in the South Downs National Park under Footnote 8 of the Framework; even if it did apply, the benefits of a windfall dwelling would not outweigh the identified harms.
