The proposal would not cause material harm to character and appearance, would make efficient use of land to deliver housing in a borough unable to demonstrate a five-year housing supply, and would comply with the development plan taken as a whole.

The benefits of delivering an additional dwelling in a location with good access to services and contributing to remedying the housing shortfall outweighed any concerns, with no adverse impacts identified that would significantly and demonstrably outweigh the benefits.
