Main issues, as the Inspector framed them

  • whether or not the proposal would be inappropriate development in the Green Belt including its effect on openness and the purposes of the Green Belt
  • whether the site is in a sustainable location with access to a choice of modes of transport other than the private motor vehicle
  • whether the proposal would deliver adequate affordable housing provision
  • if the proposal is inappropriate development in the Green Belt, whether the harm by reason of inappropriateness, and any other harm, is clearly outweighed by other considerations so as to amount to the very special circumstances necessary to justify development

What decided it

The severe housing land supply and delivery shortfall, combined with the delivery of affordable housing and the absence of any net Green Belt harm to openness or purposes, amounted to very special circumstances clearly outweighing the harm from inappropriate development.

The substantial harm from inappropriateness and conflict with Policies CS2 and CS8 was clearly outweighed by other considerations (acute housing land supply shortfall, affordable housing, environmental and economic benefits) amounting to very special circumstances justifying the development in the Green Belt.
