What decided it
The severe housing land supply and delivery shortfall, combined with the delivery of affordable housing and the absence of any net Green Belt harm to openness or purposes, amounted to very special circumstances clearly outweighing the harm from inappropriate development.
The substantial harm from inappropriateness and conflict with Policies CS2 and CS8 was clearly outweighed by other considerations (acute housing land supply shortfall, affordable housing, environmental and economic benefits) amounting to very special circumstances justifying the development in the Green Belt.
