What decided it

The unacceptable increase in risk of accidents for road users caused by the distraction of internally illuminated LED screens with changing images at a busy signalised junction outweighed any economic or environmental benefits.

The identified harm to public safety is overriding and is not outweighed by economic and environmental benefits associated with the installation and operation of the advertising screen displays nor the absence of harm in terms of amenity.
