The site's allocation in the Edlesborough Neighbourhood Plan for 15 units, combined with satisfactory mitigation of highway safety concerns through the kerb build out and the development's accordance with the development plan taken as a whole, justified allowing the appeal.
The limited conflicts with ENP policy EP3 (regarding access route) and VALP policy H6a (regarding housing mix) were outweighed by the development's accordance with the development plan as a whole and the absence of other material considerations suggesting a different decision.
