What decided it
The conflict with the neighbourhood plan policies on location and character, combined with the application of paragraph 14 of the Framework, which rendered the adverse impacts of allowing development conflicting with the neighbourhood plan likely to significantly and demonstrably outweigh the benefits.
The modest benefits of providing two homes and small economic benefits during construction were significantly and demonstrably outweighed by the harmful effect on character and appearance and the undermining of the Council's plan-led approach to housing delivery and the neighbourhood planning process.
