What decided it

The thicker double glazing would not be perceptible to the public from the street due to the building's setback and screening, and any less-than-substantial harm would be outweighed by the benefits of preventing building deterioration and energy efficiency.

Any less than substantial harm to the conservation area was outweighed by the public benefits of preventing deterioration of the building fabric and saving energy, thereby contributing to climate change mitigation.
