The proposal would be harmful to the character and appearance of the area due to the disproportionate scale, mass and design of the rear and side roof extensions, which would conflict with saved local plan policies and NPPF design principles, with insufficient material considerations to outweigh this conflict.

The benefits of efficient land use and additional student accommodation were outweighed by significant harm to character and appearance and conflict with the development plan.
