Main issues, as the Inspector framed them
- the effect of the development on the living conditions of occupants of neighbouring dwellings in relation to outlook
- the effect of the development on future occupants in relation to privacy, outlook, the provision of internal and external living and amenity space, and safe access
- the character and appearance of the area, including the setting of Shirehampton Conservation Area
What decided it
The unacceptable effect on the living conditions of occupants of two neighbouring dwellings and the provision of unacceptable living conditions for future occupants of two of the proposed dwellings, which substantially and demonstrably outweighed the limited housing benefits when assessed against the Framework.
The limited social, economic and environmental benefits of providing 3 additional dwellings and making efficient use of land were substantially outweighed by the unacceptable adverse impacts on the amenity of neighbouring occupants and future occupants, which conflict with the overarching objective of paragraph 130 of the Framework.
