What decided it

The fence's position, length, height and materials caused significant harm to the character and appearance of the area by appearing unacceptably enclosing and incongruous at the entrance to the cul-de-sac, contrary to the approved landscaping scheme which deliberately avoided boundary treatment on the service strips.

The private amenity and parking benefits to the occupants did not outweigh the significant harm caused to the character and appearance of the area.
