What decided it

The proposal would be incongruous with the prevailing street-scene of modest, low-rise chalet-type bungalows and would result in a visually cramped development that conflicts with development plan policies and paragraph 130(c) of the Framework.

The adverse impacts of the proposal on character and appearance significantly and demonstrably outweigh the benefits of providing two 4-bedroom dwellings, notwithstanding the Council's inability to demonstrate a five-year housing land supply.
