Appeal A succeeded because it accorded with the development plan with no identified harm, while Appeal B failed because the accommodation would provide inadequate living conditions and no essential need for on-site provision was demonstrated under Policy HO17.

For Appeal A, accordance with the development plan and absence of countervailing considerations tipped the balance in favour of allowing the appeal; for Appeal B, conflict with the development plan as a whole (living conditions and lack of demonstrated essential need) was not outweighed by other material considerations, so the appeal was dismissed.
