Main issues, as the Inspector framed them
- the effect of the proposal on the character and appearance of the area
- whether the proposal would provide a satisfactory standard of living accommodation for future users of the bedroom in the roof space in respect of daylight, sunlight and outlook
- whether the proposal would be satisfactory in respect of flood risk from surface water and make adequate provision for sustainable drainage
What decided it
The substantial harm to the character and appearance of the area, caused by disrupting the cohesive appearance and rhythm of the row of semi-detached properties and undermining the spacious character of Orpington Gardens, significantly and demonstrably outweighs the modest benefits of delivering a single new family-sized dwelling.
The modest housing benefits and contribution to housing delivery were outweighed by the substantial harm to character and appearance when assessed against the Framework taken as a whole, such that the presumption in favour of sustainable development did not apply.
