Main issues, as the Inspector framed them
- The effect of the proposed development on the setting of nearby listed buildings
- The effect of the proposed development on the character and appearance of the surrounding area
- The effect of the proposed development on highway safety
- Whether the proposed development would provide an appropriate mix of housing
What decided it
The less than substantial harm to the setting of the listed building Swan Farmhouse, which was not outweighed by the moderate public benefits of three new dwellings, provided a clear reason for refusal under Framework Paragraph 11d(i) and Footnote 7.
The moderate public benefits of housing delivery (three dwellings in a context of 3.11 years' housing land supply) were outweighed by the great weight afforded to less than substantial harm to the heritage asset, compounded by significant harm to character and appearance, resulting in refusal.
