The substantial harm from poor accessibility and reliance on private cars was outweighed by the substantial benefits of delivering 9 dwellings on previously developed land in the context of a significant housing shortfall of 3.52 years, environmental benefits from removal of commercial uses, and the precedent of a 2017 permission, such that the adverse impacts did not significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
