What decided it

The development breached the 40% disproportionality threshold in the Extensions SPD and therefore constituted inappropriate development in the Green Belt with no very special circumstances to justify it.

The substantial harm to the Green Belt from inappropriate development and loss of openness outweighed the limited weight given to the quality of construction and private benefits to occupiers.
