What decided it

The significant harm to the character and appearance of the surrounding rural area caused by the introduction of domestic garden paraphernalia and the urbanising effect of the conversion, combined with the site's location in open countryside outside the development boundary, outweighs the limited benefits of brownfield redevelopment and housing delivery.
