The unsuitability of the location for residential development due to its isolation from services and facilities and the inability to provide sustainable transport modes, combined with the failure to demonstrate a safe and suitable access, outweighed the modest housing supply benefits in the context of the tilted balance.
The modest housing supply benefits and economic benefits of the replacement workshop (moderate weight) were significantly and demonstrably outweighed by the unsuitability of the location for the proposed dwellings and the apparent deficiencies of the proposed access (each given significant weight), such that the presumption in favour of sustainable development did not apply.
