What decided it

The proposed two-storey front extension would harm the distinctive character and appearance of the building and the wider street scene through its excessive height, depth, and massing, conflicting with development plan policy and the Framework's requirement for development to be sympathetic to local character.

The harm to character and appearance was not outweighed by the benefits of additional living accommodation and claimed energy improvements, which were either unsubstantiated or afforded little weight.
