The significant harm to the character and appearance of the area caused by the introduction of an unduly cramped, visually discordant single-storey dwelling that would erode the established spacious layout of the locality, combined with inadequate private outdoor living space for neighbouring occupiers, substantially and demonstrably outweighs the modest housing and economic benefits.

The modest housing supply contribution and economic benefits were substantially and demonstrably outweighed by the significant harm to character and appearance and the living conditions of neighbouring occupiers, such that the proposal would not constitute sustainable development and the conflict with the development plan was not outweighed by other considerations including the Framework.
