What decided it

The scale, siting and design of the development, together with the associated yard and equestrian paraphernalia, would be inappropriate and out of keeping with the character and appearance of the surrounding countryside and would fail to conserve and enhance the landscape and scenic beauty of the South Downs National Park, to which the Framework attributes the highest status of protection.
