The adverse impacts of harm to character and appearance, inadequate parking provision, and failure to satisfactorily promote sustainable transport significantly and demonstrably outweighed the benefits of housing delivery when assessed against the Framework as a whole, such that the presumption in favour of sustainable development did not apply.
The considerable weight attached to housing provision in a sustainable location with significant unmet need was outweighed by the significant weight of harm to character and appearance and the moderate weight of harm from inadequate parking and cycle storage provision, resulting in adverse impacts that significantly and demonstrably outweighed the benefits.
