What decided it

The Council's failure to meet its housing delivery targets engaged the tilted balance under NPPF paragraph 11d)ii, and the benefits of six additional dwellings in a highly sustainable location outweighed the identified shortfalls in living conditions and amenity space.

The adverse features of substandard outlook and light in one bedroom and inadequate private amenity space for five flats did not significantly and demonstrably outweigh the benefit of six additional dwellings in a highly sustainable edge-of-town-centre location, particularly given mitigation through overall floor area compliance with national space standards and proximity to town centre facilities and transport.
