What decided it
The Council's inability to demonstrate a five-year housing land supply triggered the tilted balance under NPPF paragraph 11, and the benefits of housing provision and accordance with the Framework's rural housing policies outweighed the moderate harm to character and appearance and conflict with the development plan.
The adverse impacts of conflict with the development plan's spatial strategy and moderate harm to character and appearance did not significantly and demonstrably outweigh the benefits of housing provision (including affordable housing), economic benefits, and support for village services when assessed against the Framework, applying the tilted balance.
