What decided it

The unacceptable harm to the character and appearance of the area caused by the cramped form of development and closure of a visual gap, combined with significant overlooking harm to neighbouring living conditions, outweighed the limited benefits of providing one additional dwelling.

The benefits of providing an additional dwelling and limited economic benefits did not outweigh the harm to character and appearance and living conditions, and the proposal conflicted with the development plan as a whole.
