The Council's own Green Space Strategy demonstrates a surplus of amenity greenspace in the southern part of the city, with the loss of 0.4% being insignificant and meeting the criterion in paragraph 99 of the NPPF for development on surplus open space.
The loss of public open space would not have a detrimental impact on the local community and access to local amenity space; the proposal complies with the development plan taken as a whole and there are no other material considerations indicating the scheme should be determined otherwise than in accordance with it.
