What decided it
The development would not achieve a well-designed place and would cause harm to the character and appearance of the area through its cramped layout, excessive hard surfacing, lack of sense of place and risk to mature trees, which adverse effects significantly and demonstrably outweighed the benefits of housing delivery.
The benefits of housing delivery and sustainable location were significantly outweighed by the harm to character and appearance and conflict with the development plan taken as a whole, such that the presumption in favour of sustainable development did not apply.
