- Inspector

Main issues, as the Inspector framed them
- The effect of the proposal on the character and appearance of the local area
- The effect of the proposed development on the living conditions of existing and future occupants, with particular regard to outlook, overlooking and loss of privacy
What decided it
Appeal A: the spacing and design of two houses would maintain the sense of spaciousness characteristic of the local area and respect its character; Appeal B: the cramped form of three houses with limited spacing would be discordant with the generous spacing of surrounding development and would materially harm living conditions.
Appeal B: even if Paragraph 11(d) of the Framework were engaged due to lack of five-year housing supply, the adverse impacts of harm to character and appearance and living conditions would significantly and demonstrably outweigh the modest socio-economic benefits of housing provision.
