What decided it
The Council's prior grant of permission for a single dwelling on Plot 1 demonstrated that backland development and the access arrangements were acceptable, and the addition of one further modest single-storey dwelling would not result in substantially different impacts.
The benefits of providing two additional dwellings in a sustainable location within the development envelope, notwithstanding the Council's adequate five-year housing supply, were balanced against the limited harm to character and appearance and highway safety, with the former outweighing the latter when appropriate conditions were imposed.
