What decided it

The use of traditional timber material in Appeal B, as opposed to modern PVCu in Appeal A, means the harm to the conservation area is at the very low end of the less than substantial spectrum and is outweighed by the public benefits, whereas the PVCu proposal causes unacceptable harm that cannot be justified.
