The failure to secure a SAMM contribution through a section 106 obligation prior to the granting of permission meant the proposal would result in significant harm to the integrity of the Thames Basin Heaths SPA, which provided a clear reason for refusal under Framework footnote 7.

The substantial harm to character and appearance and significant harm to the SPA integrity outweighed the limited weight given to housing supply benefits from a single dwelling and neutral matters such as living conditions and highway safety.
