What decided it

The absence of a five year housing land supply engaged the tilted balance under paragraph 11(d)(ii) of the Framework, and the significant benefits of housing and affordable housing delivery outweighed the limited harms identified.

The significant benefits of boosting housing supply and delivering affordable housing, together with economic benefits, outweighed the limited visual harm to the countryside setting, the very limited 'less than substantial' heritage harm, and the conflict with development plan policies restricting development outside the settlement boundary, so the presumption in favour of sustainable development applied and the appeal was allowed.
