What decided it

The massing and height of the proposed roof, in conjunction with the building's position close to the drive, would become a prominent feature that would unduly diminish the spaciousness and low-rise character of the rear garden areas, causing unacceptable harm to the character and appearance of the area that outweighs the limited benefits of the scheme.

The identified harm to character and appearance, attributed moderate weight, outweighed the cumulative benefits of the development (housing delivery and efficient land use), attributed limited weight, resulting in dismissal.
