What decided it
The unnecessary loss of a viable community facility (the only pub in the hamlet) due to inadequate evidence of marketing and viability, contrary to Policy DP17 and paragraph 93 of the NPPF, outweighed the modest housing benefits even in the context of a shortfall in five-year housing land supply.
The modest benefits of housing delivery and local economic support were significantly and demonstrably outweighed by the adverse impact of the unnecessary loss of a valued community facility (the village pub), applying the tilted balance under paragraph 11 of the NPPF.
