What decided it

The existence of a practicable and realistic fallback position permitting demolition under permitted development rights meant that the harm to the WHS would occur regardless of the appeal proposal, rendering the effect of the proposed development neutral in comparison.

The conflict with the development plan and great weight given to conservation of the World Heritage Site were outweighed by the neutral effect of the proposal when considered against the lawful fallback position of demolition under permitted development rights
