The benefits of housing supply (including affordable housing and recreational provision) and the effective use of a suitable site weighed moderately in favour of the proposal, outweighing concerns about exceeding housing targets, as the proposal did not conflict with the development plan taken as a whole and met the Habitat Regulations.
