The proposed new dwelling's siting directly in front of the Non Designated Heritage Asset would cause significant harm to the understanding and setting of the historic Station House building, and this harm cannot be outweighed by the housing land supply shortfall.

The significant harm to the Non Designated Heritage Asset and character and appearance of the area, and the poor living conditions for future residents, were not outweighed by the benefits of housing delivery given the shortfall in housing supply
